No person, firm, or corporation shall install, maintain, or operate a community antenna
television system in the township without first having obtained a franchise therefor,
as defined in section 26-26, in accordance with the procedure set forth in this article from the township, nor
shall any person, firm, or corporation furnish community antenna television service
without first having obtained such a franchise.
